- 1.How do I submit my final meter reading before switching to a new retailer?
Before switching to a new retailer, you may submit your latest meter reading for the purpose of closing your electricity account with your current provider. SP Group and/or your new retailer will let you know when and how to do so. The window period is usually between 1 and 3 business days before the new contract’s start date.
You can submit your final meter reading via these channels:
(1) Online Form on the Open Electricity Market Website
(2) Call SP Group at 1800-222-2333. Please press 5 followed by 1 after selecting the language options to submit your meter reading.
(3) Email choice@spgroup.com.sg, with a clear photo of your meter reading and meter number
(4) WhatsApp to 9622 6557, with a clear photo of your meter reading and meter number
Note that if your meter reading is due on a weekend or public holiday, please use the online form on the Open Electricity Market website or call 1800-222-2333 to submit it instead.
It is not compulsory to submit your final meter reading when switching to a new retailer. SP Group will provide an estimated reading of your electricity consumption for your convenience.
- 2.What is a Market Support Services (MSS) account?
When you decide to switch to buy electricity from a retailer, or from the wholesale electricity market, a new account - known as the Market Support Service (MSS) account - will be created with SP Group. As SP Group is the Market Support Services Licensee, it will still continue to provide services to consumers who have switched electricity providers, such as meter reading, meter data management, and other services.
- 3.Are retailers allowed to offer pre-payment packages (similar to mobile pre-paid cards) to consumers?
To safeguard the interests of households, retailers that wish to offer pre-payment packages to households are required to obtain EMA's written approval. EMA will review such proposals on a case-by-case basis.
- 4.Am I allowed to switch back to buying electricity from SP Group at the regulated tariff?
All households are allowed to switch back to buying electricity from SP Group at the regulated tariff. Please check with your retailer if there are any early termination or auto-renewal clauses.
- 5.Can I change to another retailer when the contract with my current retailer has yet to expire?
Please check the terms and conditions of your current contract to determine if there are any costs, and terms and conditions associated with switching to another retailer (e.g. early termination charges).
- 6.How do I submit my own meter readings after switching to a retailer?
If you prefer to be billed based on your actual meter reading for months where your consumption is estimated, you can submit your own meter reading. Submission of self-reads is not compulsory as your electricity consumption will be estimated, when SP Group reads your meters every two months. The window period is usually between 3 days before and up to 5 pm on your scheduled meter reading date.
You can submit meter readings via these channels:

(2) Call the Open Electricity Market hotline at 1800-233-8000. Please press 4 after selecting the language options to submit your meter reading.
Note that if your meter reading is due on a weekend or public holiday, please use the SP App or call the Open Electricity Market hotline at 1800-233-8000 to submit it instead.
If your retailer bills you directly, your meter reading can also be submitted through the e-Services portal. Sign up for an e-Services account now to start doing so.
If you are still receiving your electricity bill from SP Group, submit your meter reading via the SP Utilities Portal.
- 7.How will I be billed if I switch to an electricity retailer?
Retailers will either bill you directly or via SP Group. Please check with your retailer for the billing arrangement.
If your retailer bills you directly If your retailer bills you via SP Group You will receive two bills.
One bill is from your retailer for your electricity charges. You will need to set up new GIRO or credit card arrangements to pay for your electricity bill.
The other bill from SP Group is for your non-electricity charges (water, town gas, refuse collection).
There will be no change to your current utility billing arrangement.
You will continue to receive one bill from SP Group for both electricity and non-electricity charges.
- 8.What is the split of my security deposit with SP Group between my electricity and non-electricity account if I switch to buy electricity from a retailer?
Your security deposit will be allocated as such: 65% of your security deposit will be allocated to your electricity account, and the remaining 35% to your non-electricity accounts. This split is based on the average monthly bill size for electricity and non-electricity services across all residential consumers.
- 9.Do I need an advanced meter when I choose to buy from a retailer?
You can choose to retain your existing meter. Please check with your retailer on the cost of installing an advanced meter, if any.
- 10.Can I buy electricity from a retailer, instead of SP Group, from Day 1 of receiving electricity supply?
To do so, you will need to inform your retailer during the sign up process. Your retailer will coordinate with SP Group directly to make the necessary arrangement based on your specified electricity supply start date.
- 11.How is my electricity consumption estimated?
Your electricity consumption is estimated if your premise has an analogue meter installed or if you are on the Static Residential Load Profile (SRLP) metering option.
SP Group reads your electricity meter once every two months (i.e. every alternate month). This means on months when your meters are not read, your electricity usage will be estimated based on past consumption. This method of estimation is in accordance with the Metering Code.
The process uses your last two actual meter readings to calculate the average daily consumption during the period between these two reading dates. The average daily consumption is then multiplied by the number of days in the billing period to determine your estimated usage for the month. Any over- or under-estimation of the consumption will be factored in subsequent bills when the actual meter reading is taken.

Usage to be billed from 7 Dec to 5 Jan: 510 units (900 units – 390 units) - 12.Will I need to provide a Security Deposit to my electricity retailer when I switch?
When you buy electricity from a retailer, you may or may not need to provide a security deposit to your retailer. Some may require a security deposit and others may not. Please check with your retailer before making the switch.
- 13.What happens to my security deposit with SP Group if I switch to buy electricity from a retailer?
Currently, SP Group collects a security deposit from all consumers when they open their utilities account. The security deposit covers electricity as well as non-electricity (i.e. water and town gas) services. The amount of security deposit required by SP Group from residential consumers is published at: https://www.spgroup.com.sg/faq?getQues=security+deposit. When you switch to buy electricity from an electricity retailer, the security deposit with SP Group will be split between your electricity and non-electricity accounts. The amount of security deposit allocated to your electricity account (65% of the security deposit) will be used to offset any outstanding charges with SP Group. Any remaining security deposit allocated to your electricity account will be used to offset future non-electricity charges. Alternatively, you may request SP Group to refund the remaining security deposit allocated to your electricity account to you.
- 14.Are residential consumers able to buy electricity from the wholesale electricity market via SP Group?
With the Open Electricity Market, consumers can choose a price plan from any of the participating retailers that best suits their needs. This includes Standard Price Plans, namely Fixed Price Plans or Discount Off The Regulated Tariff Plans. Consumers can also choose to continue buying electricity from SP Group at the regulated tariff or purchase from the wholesale electricity market via SP Group.
The wholesale electricity prices (WEP) vary every half-hour depending on the prevailing demand and supply situation in the wholesale electricity market. It would typically rise with increasing electricity demand and/or outage of generating units. Consumers can refer to the chart below which shows the lowest and highest half-hourly wholesale electricity prices in 2019. For example, in the month of February 2019, the half-hourly prices ranged between 14.32 cents/kWh and 155.82 cents/kWh.

In the event that your retailer ceases operations, you will be transferred to SP Group to buy electricity at the regulated tariff. Both your retailer and SP Group will provide you a notification to inform you about the situation and the date which you will be transferred to buy electricity from SP Group. You can also switch from SP Group to buy electricity from a retailer of your choice. Please make a request to your new retailer if you would like to transfer to them directly. Your new retailer will work with SP Group to make the switch. There will be no disruption to your electricity supply, as SP Group will continue to operate the national power grid and deliver electricity to you.
- 16.When will my advanced meter (also known as a smart meter) be installed if I opted for one?
SP Group will endeavour to install the advanced meter within 1 month from receiving your request. Meanwhile, you can still start your contract using your existing cumulative meter.
- 17.Can my electricity retailer cut off my electricity supply?
Your retailer cannot cut off your electricity supply. If your retailer wishes to stop selling electricity to you, your retailer is required to inform you at least 10 business days before terminating your contract. Thereafter, you will be automatically transferred back to SP Group at the regulated tariff. You can also choose to switch to a new retailer. There will be no disruption to the physical supply of electricity to your premises when you change retailers.
- 18.How do I close my MSS account?
If you are buying electricity from a retailer, request your retailer to facilitate the closure of your MSS account. In addition, you should also check with your retailer on their requirements and procedures to terminate your electricity contract. Note that SP Group will require at least 8 business days' notice to process your request upon being notified by your retailer.
If you are buying electricity from the wholesale electricity market through SP Group, please submit the Termination of Supply for Contestable Consumer form to SP Group, giving at least 8 business days' notice for account closure. This form can be downloaded from here. - 19.What are Standard and Non-Standard Price Plans?
Standard Price Plans offer all-inclusive electricity rates (i.e. no separate per-kWh fees) with a contract duration of either 6 months, 12 months or 24 months. The electricity rates for Standard Price Plans will not change throughout the contract duration and do not include any recurring charges or fees.
- Fixed Price Plan: Pay a constant rate (e.g. 20 cents/kWh) for electricity throughout your contract duration.
- Discount Off the Regulated Tariff Plan: Enjoy a fixed discount off the prevailing regulated tariff (e.g. 20% off) throughout your contract duration.

Non-Standard Price Plans are plans where the electricity rates may not be all-inclusive and may change during the contract duration in accordance to the terms and conditions of the contract. They may also include recurring charges or fees, and retailers have the flexibility to decide on the pricing structure and contract duration.
