The Ministry of Finance sets the eligibility criteria for HDB households to receive GST U-Save rebates.

You will continue to be eligible for U-Save rebates no matter which electricity retailer you switch to.

Your U-Save rebates can be used to offset your electricity charges after switching to a retailer. Do note that your U-Save rebates will first be used to offset your SP Group bill for non-electricity charges (water, gas, refuse collection). 

Please note that after each U-Save disbursement, it must first be used to offset at least one non-electricity (gas, refuse, water) bill from SP Group before it can be used to offset electricity charges with your retailer. Depending on your retailer’s billing cycle, this may result in the U-Save utilisation only being reflected in your electricity bill in subsequent months. 

If you are billed directly by your retailer:

• Your U-Save rebates will first be used to offset your SP Group bill for non-electricity charges (water, gas, refuse collection). 

• Any remaining U-Save rebates will then be used to offset your electricity bill by your retailer. Please note that after each U-Save disbursement, it must first be used to offset at least one non-electricity (gas, refuse, water) bill from SP Group before it can be used to offset electricity charges with your retailer. Depending on your retailer’s billing cycle, this may result in the U-Save utilisation only being reflected in your electricity bill in subsequent months.

• The amount of U-Save rebates used to offset your electricity charges will be shown in your electricity bill from the retailer as well as your bill from SP Group. If your remaining U-Save rebates do not appear to offset your electricity charges, you can contact your retailer to make the appropriate adjustment to your electricity bill payment arrangement to utilise the U-Save rebates.

If you are billed by your retailer via SP Group or continue to buy electricity from SP Group, the current U-Save arrangement will remain.

If your retailer bills you via SP Group, your bill will show the overall amount of U-Save rebate used to offset all utility charges.

If you receive your electricity bill directly from your retailer, the amount of U-Save rebate used to offset your electricity charges will be shown in your retailer’s bill.

At the same time, your bill from SP Group for non-electricity charges (i.e. water/gas/refuse collection) will show the amount of U-Save rebate that was transferred to your electricity retailer to offset your electricity charges.

You should notify your retailer of the inaccurate U-Save amount. Your retailer will coordinate with SP Group to make the necessary credit/debit adjustments.

Please approach your retailer directly if you have any questions regarding the use of U-Save amount for your electricity charges.

Retailers are required to utilise any available U-Save amount to offset their consumers’ electricity charges. Consumers who continue to buy electricity from SP Group will likewise have their available U-Save amount used to offset their utilities bill.

Both SP Group and the retailers are subject to audit requirements imposed by the Ministry of Finance (MOF).

Your unused U-Save amount will be rolled over to help offset your utility bills for the following months. It will lapse only when your utilities account is closed, and any unused U-Save will be returned to the Ministry of Finance.
